What should you do about your son’s ‘devious licks’?

“I was grabbing laundry from my 16 year old son’s room and found two soap dispensers hiding in his closet. He told me it was from this ‘devious licks’ challenge where people steal the most impressive thing they can. He says he regrets it and he wants to return them. I read kids are getting criminal charges from this and I’m worried about the repercussions. What should he do?”
